385YE Autumn Equinox Senate sessions

Overview

The Imperial Senate governs the Empire, and its authority extends to all areas of Imperial life not already covered by the other houses of government. Each summit the senators meet several times to deliberate and vote on the motions they have raised.

After the summit the civil service enact those motions, and ensure a public record of each is made available to the citizens of the Empire. This page lists all the motions raised during the summit, along with the announcements made by citizens with Imperial titles. In each case, the motion and its effects are summarized including the wording; who proposed and seconded it; whether it passed or not; whether any funds were disbursed to support it; and what the outcome of the motion will be.

Allocate the Legacy

Motion: To assign the Legacy in Spiral as a League National Bourse Seat, to be appointed by League Bourse Auction. Proposed: Temeschwar, Seconded: Therunin. Passed Outcome: The Legacy was auctioned as a League position during the summit.

Amend Arcane Architect

Motion: To amend the position of Arcane Architect to include fanes and their ceding. Proposed: Morrow, Seconded: Hahnmark. Failed

Amend Conscience of the Senate

Motion: To amend the title of Conscience of the Senate to allow the title holder to select a single senate motion per session to be debated before all other motions for that session, except for a curtailed motion and administrative motions. Proposed: Conscience of the Senate, Seconded: Temeschwar. Passed Outcome: This motion is receiving additional scrutiny.

Amend Dean of the Academy

Motion: Amend the powers of Dean of the Academy to remove the power of Proposal and to add the power of Senate address as follows: the Dean of the Academy has the right to make a Senate Address once per summit. This is intended to allow them to present matters that the Academy wish to bring to the attention of the Senate for the senators consideration. Proposed: Redoubt, Seconded: Karov. Amend Quartermaster General of the Imperial Armies

Motion: To create a stipend for the QMG to provide a surety of funding to enable the MC to plan better and purchase required resources effectively. Proposed: Astolat, Seconded: Spiral. Passed at 300 thrones Outcome: The Quartermaster General of the Imperial Armies will receive a seasonal stipend of 300 thrones directly from the Senate's budget.

Appraise Roads

Motion: The Blood-Red, Iron, and White roads bring Prosperity to many, but our Constitution guarantees prosperity to all citizens of the Empire. This house commissions Graciana I Lopez I Guerra to appraise the impact and opportunities to link the unconnected citizens of our Southern, Northern, and Eastern territories with new road networks - to join new and existing road network together - or to provide citizens with alternative means of conveyance that would afford them similar benefits. Appraise Spider's Dream Bridge

Motion: An appraisal to investigate solutions to the situation with the damaged Spider's Dream Tollbridge whether repair, improvement, or alternative. First choice of appraiser is Eilian Sweetwater. Create title of Benefactor of Regalia

Motion: To create the title of Benefactor of Regalia who will have the power of announcement to the Senate once per session to amend a title to grant it regalia, to be appointed by the unanimous decision of the Highborn Senators. To have the responsibility to seek out titles which would benefit from regalia and aid citizen in this. Revoked as standard. Proposed: Necropolis, Seconded: Casinea. Passed Outcome: The Benefactor of Regalia will be available to appoint during the Winter Solstice 385YE. Constitution: The ability to make an announcement in the Imperial Senate is one of the most significant powers that a title can possess - it circumvents the need for a vote and hands significant power directly to the individual citizen appointed. Even a relatively minor legal change, such as the allocation of regalia to an Imperial position, represents an important and substantial act and one which has ramifications for other Imperial titles with similar powers. As such the court has ruled that the Benefactor of the Regalia can make one announcement once each summit, not one announcement each session. This announcement can only amend a single title, but the title can be granted any number of items of regalia in a single announcement. If the Imperial Senate feels that that is insufficient to deal with the need for regalia to be properly dealt with, then the Court advise that the best way to deal with that would be to create additional new Imperial titles with the same power.

Create title of The Citizens' Voice

Motion: To create the Imperial Title of “The Citizens' Voice”. Auctioned each summit for coin through the Imperial Bourse. This title shall be able to propose a single senate motion, for that summit only. On the advice of the Constitutional Court this Senate Motion would not need seconding. The Citizens' Voice would also not have the power of seconding either. Proposed: Madruga, Seconded: Tassato. Create titles of National Strategos

Motion: To create in each nation the Imperial Title of Strategos. Appointed annually by unanimous decision of that nation's generals. If a decision cannot be reached it may be raised to be appointed by a vote of Military Council. Revoked by National Assembly, General Assembly, or Assembly of the Nine. Responsibilities will include: to protect the legal rights of citizens nominated by the Civil Service to organise conjunctions through the Sentinel Gate; to work within their nations, and nominated citizens, and each other to maximise the odds of the Empire's success beyond the Sentinel Gate; to provide tactical, logistical, and personnel support to nominated citizens; to coordinate and provide material support in the form of herbs, mana, potions, equipment, or specialist items; to serve as a point of contact for the fighters of their nation intending to take the battlefield. Create Writ of Consecration

Motion: To create a Judgement of Writ of Consecration, by which the Imperial Synod may authorise the use of Imperial (true) liao to consecrate an inspirational memorial or tomb to a Paragon, exemplar, or other inspirational figure. A Writ of Consecration shall require approval by a greater majority of the relevant Virtue assembly, whereupon the Tribune of the Synod will raise the same judgement for approval by the lesser majority of the General Assembly. The use of Imperial liao to consecrate a tomb or other memorial to an individual, conducted without this approval, will constitute a grave breach of Imperial law. Motion: To declare war on the Grendel. Proposed: Semmerholm, Seconded: Bastion. Passed Outcome: The Grendel are now considered to be barbarians under Imperial law

Disburse funds for Kahraman Roads

Disburse funds for Wintermark army

Motion: To fund the Wintermark Army we began to levy in Winter 384YE. This house has undertaken to levy this Wintermark army with the explicit expectation that I would return for further funding. The army is half-complete. I did not come for funds last season. Wintermark is using the output of its national bourse seat and virtuous citizens are donating and fundraising however they can. We are doing our part. We are short of funds, but this IS a priority. IF an army can be funded this season, it MUST be this one. Fund mana for Urizen in Spiral

Motion: To establish an office to procure mana in Spiral, to allow the casting of Vale of Shadows on all Urizeni interests within Spiral so as not to disadvantage those who would keep their nation and their home. This costs the Senate 35 thrones a season, it is not a construction and requires no commission. Proposed: Spiral, Seconded: Redoubt. Passed Outcome: 35 thrones will be used each season to pay for mana crystals for the spires that remain in Spiral. It is not possible to commission a sinecure, ministry, or great work in Spiral that produces mana crystals without an appropriate opportunity. Instruct Magistrates to investigate Bregasland

Motion: To invite the magistrates under Chief Magistrate Karkovitch to go in force to investigate recent events surrounding the households of Bregasland during the recent conflict in Bregasland. Motion: In times of great hardship, we must be vigilant of unused wealth and unnecessary spending. With this in mind, I commission Kurstrozi's Lumbermill in Drownbark, Ossium. Motion: To commission a great work “The Gates of Holmauer Park” in Holmauer.
