- Assembly: General Raised By: Leonora van Holberg Judgement: Cruel tactics are not useful when we seek to spread the Way across the world. Varushka spoke wisely and courageously when they concluded this. That Wisdom should not be lost with the sacrifice of the Iron Helms. Let our armies unite in purpose and set aside these tactics, ending the divisions they have suffered. We are missionaries as well as conquerers. The Virtuous apply what they learn. - Assembly: League Raised By: Sofonisba Amilcara of the City below Judgement: This Assembly endorses Conclave's call for the construction of the Chamber of Eyphony, a fane for Sung in Apulian, and accepts responsibility for appointment and oversight of the associated title. The League's custodianship of Spiral comes with a responsibility to make this a place of pride, equal in stature and luxury to her sister cities - the best of everything. - Assembly: General Raised By: Fabio Costa de Sarvos Judgement: Taddea Ginori, for the last ten years, has investigated and collated the lost histories of the founding of our great Empire. We recognise the wisdom and vigilance of her historiography, and her courage for sharing the truth uncovered. She has been nominated with a dose of true liao from the Lepidean Library; we recognise this ten-year academic pilgrimage as an example to all. - Assembly: League Raised By: Rafael Barossa d'Apulian Judgement: The remains of Leaguers are usually cremated and thrown into one of the great rivers of the Empire. It is only right that the soldiers of the Towerjacks and Wolves of War who died at the battle of Solen's Doubt should have the same opportunity - let us dam the river Doubt and finally give our soldiers the funerals they deserve. We welcome other nations' efforts to ensure their dead are treated with respect. - Assembly: General Raised By: Herminius of the House of the Wanderer Judgement: In the east citizens have heeded the mandate to aid in the protection of our borders with the Druj. I ask that those threatened by the Grendel and the Children of Wrecks be inspired and heed that same call. We have bloodied their nose in Redoubt but the Grendel and the Children of Wrecks will return, and we must be prepared. Citizens of the southern shores I call on you to be proactive, report suspicious activity, and be prepared to fight. - Assembly: General Raised By: Hazelelponi of the Shattered Tower Judgement: The Grand Inspiration is the Empire's vision of how the Way will endure, not merely "Highguard's monument to Virtue" - The Highborn have already built those. The Way was born in Bastion but made concrete by our Empire, so it is our Pride and duty to continue seeing our Grand Inspiration flourish through the contributions of ALL our nations. Now is not the time to falter in fear and leave a project stumbling in its wake. Fundamentals of the Way are being questioned, yes, but to let it impede our progress shows the world that we as an Empire are not confident in our faith and shows weakness. I do not believe that this is our message, and neither should you. The Way will endure and the Grand Inspiration will shine. The Empire will make it happen. - Assembly: Dawnish Raised By: Valentin Severyan Orzel Judgement: "The Virtuous inspire others to greatness" - Troubadours of Dawn are more than mere priests since we are chroniclers and custodians of Legacy. Proud standard-bearers of Glory and Virtue done by others. It is we who carry the names of heroes gone through the Labyrinth and ensure that no honour is forgotten, no great soul left unsung. To be a Troubadour is to recognise inspiration - to witness the example one wishes to teach. For as the Way reminds us: "Embrace your past; never be ashamed of it". Therefore, let the Dawnish Assembly acknowledge Ser Katra Walker keeper of the rolls of the dead, organiser of the Festival of Remembrance, artist-calligrapher of the scrolls that render our fallen magnificent. Through her sacred art, she makes glorious legacy become eternal and guides the Virtuous steps of each new generation. Let he name be celebrated as Proud example and may others be stirred by her work to lift high the names of those who gave all for glory! We the Dawnish Assembly not only condemn the actions of General Wolfborne, but propose that his name not be recorded on the Baner of Glorious dead when his time comes. If his name does live on let it be in infamy! The villain of this story, told in the tones we give de Gacher when we tell the story of Gilda Ashwine. His actions were cowardly, underhanded, unvirtuous, and against the will of the National Assembly and the Throne. Let him be an example of the antithesis of Glory and used to teach our children what Glory is not. - Assembly: General Raised By: Brother Luke Judgement: Cruelty tears down rather than builds, leaving behind ruin instead of legacy. Yet Cruelty often disguises itself as a necessity, whispering that prolonged suffering is the price of safety, order, or power. Cruel Armies sow dissent, alienate potential converts, extinguishes Virtue, and fractures Loyalty between nations. Cruelty is the antithesis of ruthless pragmatism - to execute an enemy is often necessary, to prolong their suffering is not. True strength lies in rejecting Cruelty and embracing Benevolence. This path is not one of weakness, but of Courage, resilient, and an unyielding commitment to Virtue, It is the hardest path - the mark of heroes and Paragons, a testament to those who dare defy the ordinary and aspire to greatness. Let us reject the Empire's use of Cruel Armies and instead choose our legacy. Let us transcend with Benevolence. - Assembly: Dawnish Raised By: Belial de Courtney Wyldrose Judgement: We Dawnish know the value of love and glory. However, as it stands, we only have a mechanism to prove our romantic love. Platonic love, friendship and declarations of loyalty should be recognised as being just as important. Leonel de Courtenay Wyldrose and I propose the creation of a third test, to cover just these instances. A Test of Devotion. We urge the people of Urizen to aid in anchoring the Way in Asavea, so that the Asaveans might share in the Revelation as we have, and contribute to the perfection of the Way. - Assembly: General Raised By: Dr Lysimachus Judgement: As per my previous statement of principle, I once said that the Empire had plenty of enemies and we should be fighting with them instead of each other. To the people who took this mean go fight Alongside a bunch of heralds of the Mother of Wrecks, that is not what I meant you Shark-Loving, Dumb-Ass, Bumble-Fucks! I realise this statement targets a thankfully rather small percentage of the population. But still one that is larger than zero, and Wisdom says to despise folly and the fool that spreads it. In future, we should really avoid galivanting off with such cartilaginous entities who are rather fond of devouring our fellows. - Assembly: General Raised By: Ortenzi di Sarvos Judgement: In the matter of Exemplars and Paragons, we should take direction from Kala and weigh each system of measurement in turn, taking from each only that which is useful. The Schools of Thought regarding Paragons should not be exempt from this scrutiny. The Doctrines of Faith do not state that Exemplars and Paragons must follow only one virtue across the duration of their lives. The established Signs of the Paragon and Exemplar make no mention of single-virtue pursuit. I call upon this Assembly to support the Recognition of Exemplars and Paragons of The Way, to enable our greatest inspirations to be recognised in the fullness of their virtue. - Assembly: Highborn Raised By: Melkior of Balthazar's Vineyard Judgement: The Highborn Assembly supports the remodelling of the Hostels of Virtue's Rest in Bastion to create a hospital for the Virtuous Wounded. Let the White City be a source of convalescence and succour for the soldiers that manifest the Empire's destiny. In this time of Crusade, we call our virtuous healers to flock to this new outlet for their talents and seek their destiny there. I say as a General, as a Healer, and as a Priest that our wars can only be won with the Way at their heart. Let our wounded heroes gaze upon the wonder of the Grand Inspiration and watch their souls soar! - Assembly: Highborn Raised By: Nicodemus of Balthazar's Vineyard Judgement: The Virtuous raise up their fellows. In Peerless Kinship, we have aided our sibling nations in Kahraman, the Barrens, Skarsind, the Mournwold, and, in the weeks to come, Therunin. This National Assembly wishes to continue to offer our nation's labours in Peerless Kinship, for however long there is need. Let all that is worthwhile be shared. - Assembly: Wintermark Raised By: Torin Judgement: Navarr has committed to eradicating its age-long enemy, the vallorn, in a most Ambitious and heroic act. The people of Wintermark have shown skepticism, but the decision to act has been made: Navarr prepares for war. If we abandon our allies now, we consign them and the Empire to the consequences. If we have opinions they are best heard as friends, not adversaries. We need to give voice to our Wisdom in this endeavour, and provide warriors willing to stand against the storm. Only suited do we succeed. We are three people, one nation. We are ten nations, one Empire. It is with Loyalty, Courage and Pride that the people of Wintermark support Navarr in their plan to destroy the vallorn. - Assembly: General Raised By: Tarquinius Ankarien Judgement: Accurate information on false virtues has benefited us militarily and diplomatically as well as making it easier to oppose cultists within the Empire. Engagement with false virtue auras alone should not be prosecuted as a religious crime where the following are true: 1) The action was motivated by true virtue. 2) The action was taken in full view of the synod. 3) The false virtue was intended to be removed in reasonable time. 4) There was no preaching against doctrine. 5) There was no intent to denigrate a true virtue, exemplar, or paragon Outcome: Upheld (814-166) Notes: References the ongoing crisis of faith around cardinals swearing an oath to carry an item hallowed with an aura of Peace, as discussed in the A little understanding wind of fortune. - Assembly: Highborn Raised By: Frater. Pontius Judgement: In the ten things, it is said that the source of Highborn Pride is certainty. These are turbulent times. Confusion ravages pilgrims across the Empire. But we are Highborne, the Elder sibling. The shining example to all nations. As certainly is our foundation and our sacred duty. Never has it been said that highguard was broken, show us your certainty! Siblings, hold fast to the Way's fundamental truth. Trust in your national assembly. By standing resolute together, we inspire the empire. The Way is certain. The Way is stainless. The Way is True. We declare 387 to be the year of certainty. Gather all congregations and spread the light of certainty to all. - Assembly: Wisdom Raised By: Silk Farkas Judgement: The assembly calls on priests, pilgrims and citizens of the Empire to attend the consecration of the Library of Hacynian. To witness the certainty of how Wisdom can benefit the Empire, and the world beyond in this time of great questioning. We welcome members of the Historical Research Department and Eilian Sweetwater whose contributions over the years have been crucial to the achievements that led to this momentous occasion, as well as others who assisted in the projects conducted at this site. - Assembly: Wintermark Raised By: Eldrid 'Phoenix Flame' Judgement: Wintermark as a nation are innovative and dedicated. We strive and hold true to our values and the importance of a name. Tenure, though beneficial to those who value the position within the nation, can cause complacency to others. As such, I hereby call upon the Synod for the removal of tenure from all positions held in Wintermark and for all positions to be voted upon each year. By removing tenure, those who wish to retain titles must prove their dedication and commitment to their charge and keep the positions held for those who wish to bring Wintemark the best opportunities and prosperity. Outcome: Upheld (152-80) Notes: Continues the ongoing discussion about tenure - a title that is held until the incumbent dies, steps down, or is revoked. Alongside revocation, the recently created judgement of Challenge has been created in an attempt to address Synod concerns about long-term appointments. Any amendment of a title to remove tenure would require the Imperial Senate; the Synod cannot enact a legal change such as this.

- Assembly: General Raised By: Mazo Freewalker Judgement: The seizure of the Fangs Mithril Mine from the Rahvin shows great disloyalty to the Empress and the Empire, and a lack of Wisdom in alienating allies. And what was gained? A mine that costs more to run than it yields. Let no more blood be shed over this. The Fangs mine should be given back to the Rahvin. Seeking to sit upon an even bigger pile of unspent money. And at the same time demanding profit from their victims, without performing any work at all. Disgusting. - Assembly: Marcher Raised By: Cousin Cedric Judgement: The Marches are treated like the shield of the empire and though our Loyalty we have pushed back against the Jotun time and time again yet that Loyalty is not repaid. For too long the Empire has left Bregasland unfortified. Fisher's Rock unrepaired and this has cost far too many Marcher lives. This stops now! The Marches will have to solve our own problems like we always do. I call on every True Marcher with Loyalty to their home to give everything they can be that coin, labour, or resources to the repair of Fisher's Rock. Because loyalty is not displayed by words, but by our deeds. - Assembly: Marcher Raised By: Donald Talbot Judgement: "I recognise that the miners of Mournwold work the land as hard as any farmer. I recognise that they deserve to have their voices heard in our territory. I recognise that they are not expendable - they have resisted and fought on when others could not. I recognise their Pride in the land, and I do not ask that they put it aside. I ask that this Pride fuel their Loyalty to the Mournwold by helping me defend it. In Loyalty to one another, I swear to continue to recognise, aid, and fight for the miners of Mournwold for as long as I live. If I break this oath, I will go to the Wicker Man." We recognise this Oath made by Stanley of Chalkdown, General of the Tusks, upon the battlefield in Autumn 386YE. With words written by Mine-Captain Jedediah Boon, General Stanley spoke with Virtue to the Miner's Resistance of the Ore Hills, who were anointed to Loyalty but dedicated to Pride. Kali Keeneye, so named for being the first to spot the Thule attempting to steal the body of the Young Empress Britta, has never allowed a single act of Heroism to be enough. Always they look for the next challenge to prove their worth. They demonstrate that when one strives to embody the very best of our heroic traditions we cannot help but achieve greatness. They stood as a champion of the people of Skarsind when precious few others could. They used great cunning to retrieve Ajax from the Glade of the One, risking everything to reclaim a potent symbol of virtue. They have led numerous skirmishes to both victory and defeat, yet always with a hero's heart and uplifting all those with them. We are proud to enter them into the Chronicle of Heroes. - Assembly: Navarr Raised By: Corey Wayfarer Judgement: We support the creation of a Fane to Arhallogen, their boons may be of great benefit in the war against the Vallorn. We must, however, be Vigilant against the threat of idolatry - we would advise that the proposed position of Huntsmaster of the Spider King be appointed by the Navarr National Assembly. Should this not be palatable to Conclave then we would ask that a Navarry Synod position be created to act as a Virtuous Counsellor to the Huntsmaster and any similar Navarr positions. We ask the nation not to lose the knowledge of the Thornbound, knowledge that will be useful in our forthcoming fight against the vallorn. We should examine ways we might preserve it so we can use it again. Senator Aramis Du Froste successfully commissioned the rebuilding of Drycastle, an impoverished Senate has distributed some funds but only a small fraction, and no more will come. There's a lot of work to be done in the Barrens, if the nation were to support their rebuilding of Drycastle as it did with the inspiration of the way - the remaining work would be finished in two seasons. Whilst Drycastle remains in ruins after the Druj desolation, it is an affront to our Pride. The nation should help Aramis rectify this. - Assembly: Nine Raised By: Gaelen Embercast Judgement - Castigation: Pickers Goldleaf has died after admitting on the Senate floor to active treason with the Grendel. Selling army orders and Imperial rituals. Before he died he admitted to spreading falsehoods about the empress in order to undermine the Imperial state and encourage her execution to install himself as throne. In his capacity as Imperial Spymaster Bernard 'Whitecap' Dugdale perpetuated these falsehoods. Whether he is involved in this treason is a matter for the magistrates. The Assembly of Nine believes that this demonstrates a profound lack of vigilance and wisdom to the detriment of the Empire. Pilgrimage - They left Dawn to join the Founder's Dance Striding in Navarr, and walked the original path of the Exemplars Navarr and Thorn when the Trods were first created, guarding the world against the Vallorn threat with every step. Legacy - As Champion of Vigilance they were a driving force to forge mere titles into a cohesive organisation worthy to Inspire the Empire, several other Champions have pointed to this as Ravadi's Legacy. Benevolence - In sacrificing their dreams for a year to hunt down Bawn-Watch the Champion's Shield they would never hold, on behalf of every Champion that would follow after. Inspiration - Their Inspirational Vigilance was recognised by the Assembly in their appointment to Champion, and many priests of Vigilance will attest to this and their work that followed, seek us out. Salvation: They turned the miners away from descent into Hatred, uplifting them to Prideful action, saving their lives and souls. Benevolence: They acted to prevent the starvation of the miners of Ore Hills, leading the Rebellion to take the supplies needed. Legacy: The songs of the Ore Hills, the Scythe of Shepherds, and Mary Digger's execution site remain; a Great Work is being constructed to follow. - Assembly: Loyalty Raised By: Dagon of the Shattered Tower Judgement: We recognise Alberto Acciai, Martyr of Marilen, as an Exemplar of Loyalty, with the following signs: Benevolence: Inspired by his cousin Amika, Alberto led a rebellion of slaves in the mines surrounding Marilen. Alberto was a vintner, and freed these slaves solely in pursuit of Virtue rather than riches. Inspiration: After the rebellion, Alberto led the liberated miners to the city of Marilen, where they took over the city and slew its rulers, resolving to destroy the two coming armies of the Plenum in Virtue. Salvation: In freeing these slaves, Albero was able to teach them and the people of Marilen the Way of Virtue and the use of liao, spreading our shared faith across the oppressed of the Archipelago. Legacy: Based on correspondence with Rafael Barossa d'Apulian, we know that Alberto could have fled. Instead, out of Loyalty to those he had freed, he gave his life to ignite Virtue across Asavea. - Assembly: Pride Raised By: Edward Watcher Judgement: We recognise Eleanor Novarion, the Lady of the Proffered Hand, as an Exemplar of Pride. Once a slave, she dedicated her life following her freedom and recovery to helping others who had suffered the same, demonstrating her Benevolence. Her work served as Inspiration to others, resulting in the creation of the Proffered Hand Network across the Empire. She was pivotal in securing the Salvation of the Free Folk of Asavea, reconciling their beliefs with the Way, an event marked by a miraculous aura of Pride. In her final months, she undertook Pilgrimage to Bastion, where she summarised her life with these words, a lesson to be shared across the Empire: "The greatest threat to Pride is shame.
