Banners and bells
With an ear-piercing scream, the young girl launched herself across the room. Virtually flying through the air, arms spread wide, she crashed into the callow youth who had stepped through the doorway a moment earlier. The woman tried to throw out her arms to catch her, but the force of the impact still staggered her and drove her back. Somehow she managed to stay on her feet, but only just. Recovering frantically, she gripped the girl in a tight hug and swung her round."Lil!" she yelled, her voice filled with joy and jubilation. "You're home!"Lily smiled down at her, as she spun her. It was almost five years since she'd taken the fateful decision to set out with the other pilgrims. As the years had passed she'd had chance to visit just twice. Each time it seemed her sister had grown up a little more. Each time it had been a little harder to leave again.Finally she stopped spinning her round and put her down. "Yes, I'm home. Where's mum and dad? Are they about?""Dad's talking to Timothy - they're planning tomorrow's sermon. Mum is in her room, illuminating a manuscript. I'll go get her." Hesther turned as if to go, but then turned back at the last moment. "You're not going anywhere?" she demanding, "You're not leaving again?". Her tone was accusatory but tinged with sadness."No! I'm home for good. Well I think I am... Maybe. Look, just go and get mum, I'll still be here when you get back... The return of the grey pilgrims from their years-long march around the Empire has restored Highguard's ability to raise a fourth army. To aid the formation of the new force, a proposal was put forward to create powerful regalia, a banner for each of the generals, hallowed with true liao. What better way to fuse the conviction of the returning pilgrims with the discipline of the new Highborn army? The banners are now ready and the army is being raised. Soon it will be time for it to march to war, but not before the senator who raised it has determined what special quality the army should possess.
With the work to raise the new army now underway, many priests in Highguard have turned their focus to the military campaigns to see what opportunities there might be to bolster their efforts. The crusading storm is at an end now, as the Assembly has opted to focus on embracing their peerless kinship with other nations instead, but there is a final chance for the Highborn Assembly to draw inspiration from the orders of the Granite Pillar as they march to attack the Druj in the Sarangrave.
Finally the judgements of the Spring Equinox bring good tidings for a change - a celebration of the faith as the Synod works to create seven powerful hallowed bells, one for each Virtue, to be borne by Virtuous citizens as they make a pilgrimage ground the Empire. A Highborn chapter, the Stone Library in the Holy City of Bastion have implored the Assembly of Nine not to allow this historic event to pass into history unrecorded. They hope that someone dependable on the Assembly will take the responsibility of ensuring that a scribe documents the key moments in this pilgrimage and communicates the details to them.
But Carrying A Banner
- The cost to raise the fourth Highborn army has been reduced to 80 mithril by the creation of four relic banners, one for each of the Highborn armies
Four great standards have now been created and consecrated with true liao. Three have been formally presented by Jacob, Benefactor of Regalia to the generals of the existing Highborn armies. Empire's Heart, Salvation in Darkness, and Physician's Benevolence will inspire those who fight in Virtue's name to victory. Each bears a powerful enchantment, stirring the spirits of whoever bears it aloft in addition to the aura that wards the soul.

As a result of this obvious sign of dedication to the cause, people are flocking to join the fourth army, reducing the costs to eighty mithril. Hopefully the long delayed fourth Highborn army will soon march alongside their comrades in arms. Provided all the mithril and money is available, the new general could be appointed as soon as the Autumn equinox. Not a moment too soon, given the precarious situation on the Eastern front.
The tremendous accomplishment has done much to bolster the morale of those serving in the Highborn armies. Now the the senator who presented the motion to raise the army must decide how to capitalise on this enthusiasm. The core of the new army are the grey pilgrims, any qualities the army might possess are determined by them and their nature. But that still leaves the senator with a decision to make on behalf of the nation.
Devotion To Virtue
- Can use the Armoured by Faith order when attacking
The army is able to draw on the pilgrims devotion to Virtue, and their long experience facing many terrible threats as they travelled the length and breadth of the Empire. Armoured by their faith, their commitment will never waver, even in the face of terrifying monsters, overwhelming odds, or unimaginable cruelty.
This commitment will be crucial once the the war against the vallorn begins in earnest. The forests controlled by the enemy are filled with miasma that poisons the lungs and weakens the spirit. The army of the vallorn contains monstrous insects and horrifying threats that can quickly break an army. Those armoured by their faith will be ready to stand against this onslaught.
Swift To Battle

The Black Thorns are one of the two fast armies in the Empire, able to employ the trods to move swiftly across the Empire to engage with the enemy. The many years the grey pilgrims marched alongside the Navarr on the trods have helped them develop some of the same skills. The general could make use of this experience, by eschewing the kind of heavy armour favoured by the cataphracts for the lighter traveling of the unconquered. That would make the new army fast - able to issue orders to carry out a forced march or commit to desperate reinforcement.
Shoulder To Shoulder
- The army could be righteous, allowing them to issue orders to conduct a final stand
The grey pilgrims have faced death many times during their long pilgrimage around the Empire. The thought of passing into the labyrinth holds little fear for those who know that their Virtuous deeds will soon see them return to this world. Bolstered by their faith and their achievements, they could be trained to stand and fight together, shoulder-to-shoulder, locking their shields and refusing to give ground no matter what the enemy does. Such Loyalty can achieve incredible things, if the army is willing to pay the ultimate sacrifice. The general could choose to make the new army righteous which would allow them to make a final stand.
March Together
- For one year Highborn congregations can support the new army as it fights the vallorn Priests will receive votes as normal and remain in their current assembly but will receive no liao If 10 congregations preach support for the army then casualties will be reduced by 10% If 20 congregations preach support for the army then territory conquered by the army will be increased by 10% If the army engages the vallorn in the coming year there will be an opportunity to maintain the ability for another year
Not every grey pilgrim is planning to join the new army. Some are exhausted by their long march and eager to return to the life they gave up to walk the trods. They have not forgotten their comrades however and can be counted on to support their fellow pilgrims if asked. Such support could take many forms, providing herbs, potions and liao for their friends and relatives in the new army, or volunteering with the army's field hospital and supply train. Such support can be invaluable in raising morale and supporting the army as it fights.
For the next year, any Highborn congregation can take the option to preach support for the new Highborn army, providing it is engaged in battle with the vallorn. The army must be actively engaged against the vallorn to benefit, either attacking or defending, it cannot simply be in the same territory. Any priest that chooses this option will receive votes as normal and remain in their current Virtue assembly but they will not receive any liao. All supplies will be used to bolster the spirits of those working to support the army.
If at least ten congregations support this action, then it will provide significant benefit to the army while they are fighting the vallorn, reducing casualties suffered by a tenth. If at least twenty congregations support this action, then it will also help the army press forward increasing territory captured by that army by a tenth.
The potential to support the new army will last for at least one year. It will end after that time, if there has been no opportunity to support the new army against the vallorn. If the army has decisively engaged the vallorn during that time, then there will be an opportunity to maintain the option to support the army for another year.
A Last Crusade
- The Highborn Assembly could use a mandate to capitalise on the end of their crusading storm by adopting strategies meant to protect the innocent
The Highborn Assembly has opted to forgo the benefits of a crusade by their armies in favour of the ability to demonstrate their peerless kinship for their allies. There was a clear majority in favour of the decision but the vote was far from overwhelming, with nearly a third of priests opposed.
Still it passed, and that means there will be no more opportunities for the Highborn Assembly to spread mandates based on the orders of the Highborn generals. That could be unfortunate - the Empire has launched a new assault on the Sarangrave, capturing a large swathe of territory from the Druj. Sychar of Ebon's Hall, the general of the Granite Pillar has issued orders to their army to fight in Loyalty, stating that the "oppressed subjects of the Druj are not to be harmed. They shall be shown the light of virtue".
It's a noble aspiration and it is one that has been attempted before. Various assemblies in the Synod expressed similar sentiments around the oppressed subjects of the Druj in the Barrens. The conquest of the Barrens was slower than it might have been due to the care taken by Imperial armies fighting there, as a result of the mandates of the Synod. Those efforts were noticed by the inhabitants of the Barrens, but in the end they didn't align with the decisions taken by the Military Council to pursue a more direct military solution. In many ways the Empire achieved the worst of both worlds - the conquest of the Barrens was slower and more difficult than it needed to be but the Empire gained almost no new allies in the process and most of the oppressed subjects were either slaughtered or driven off.
It is already clear that the Druj have spread word of events in the Barrens across every sept in the Mallum - they've made very clear to these people that the Empire will slaughter them once it has dealt with the Druj. Of course the Druj lie the same way the sun rises, regularly and predictably, but personal testimony of members of the Black Wind have done enormous damage to the Empire's reputation here. These people are afraid of the Druj, but they are more afraid of the Empire. Winning them over will be a massive uphill struggle - arguably, it might be easier to do everything neccessary to defeat the Druj and everyone in their lands and worry about what happens after the Druj are beaten.
Crucially what most folk are keen to avoid would be a repeat of the situation in the Barrens where the Imperial Synod advocated for liberation and the Military Council opted to take a different route. Either option will work - either option has benefits and drawbacks - but swapping back and forth between the two approaches will ensure the Empire gets all of the drawbacks of both approaches and none of the benefits of either.
To avoid that calamity, Asher of the Seven Pools Chapter has proposed that Highborn generals could adopt an approach designed to ensure that the military strategy aligns with the approach taken by the Synod - whatever that might be. He has asked the Highborn Assembly to consider the following mandate.
Loyalty is not displayed by words or deeds alone, but by the unity of both. We send {named priest} with 25 doses of liao to encourage Highborn armies to protect the innocent at every opportunity. The Virtuous build up their fellows; they do not tear them down.Synod Mandate, Highborn AssemblyIf this mandate is enacted, all Highborn armies will gain the ability to use the following attacking order.
Asher's goal is simple - if the Highborn Assembly agrees that the campaign against the Druj should focus on liberation rather than annihilation then this would send a powerful message to that effect to the Highborn generals and the wider Military Council. But it would put the ability to dictate the terms of any campaign firmly in the hands of the Highborn generals, rather than have the Assembly be involved in campaign strategy and potentially working at odds with the Council's strategy. Asher would prefer the Empire fight to liberate the oppressed septs of the Mallum, but he would rather the Empire adopt one strategy or the other - rather than a mix of both.
Asher's strategy would not be enough by itself to produce results. If the Empire wants to try and win over the oppressed subjects of the Druj, avoiding killing them is essential but it won't be enough by itself. The Empire would also need to avoid curses that caused widespread casualties and other strategies that caused the death of those caught in the fighting between them and the Druj. They would need to find ways to open diplomatic channels with these groups and try to convince them that they could be trusted. Given the long and brutal history of the Barrens, that will be difficult and as the Barrens has shown those groups will have demands of their own.
Peer Into the Future

The Highborn Assembly remain keen to work with their fellow nations, looking for ways they might express their peerless kinship to identify an opportunity to support the nation. As a result, for the forseeable future, the Highborn Assembly can use a successful judgement to invoke their peerless kinship with another nation. The Assembly can choose any nation to help, provided they don't choose the same nation two seasons running. Asking Highguard to find ways to help a fellow nation will be bound to fail if they had already identified all the ways they could help the season before.
Where possible, Highborn citizens will talk to the nation to find out what help would be most welcome. The statement of principle that the Assembly passes may try to identify a specific problem that they think is most urgent or they could guide that conversation by indicating a single statement of principle passed that season or last by the peer nation's Assembly. Provided that statement passed the Assembly - indicating it had the support of the people of that nation, then attempts to provide peerless kinship would, where possible, focus on the issue identified in the statement.
This ability will remain available for the forseeable future, at least until anything drastically changes the current situation. If two or more judgements invoking peerless kinship both pass the Assembly, the one judgement with the highest margin will take effect.
You Get A Bell
- News of the decision to create seven bells hallowed with liao and bear them on pilgrimage around the Empire catches the imagination of the virtuous There are still a number of questions surrounding this pilgrimage and these bells
The seven Virtue assemblies have all passed judgements announcing a plan to hallow the seven bells used in the coronation of the Empress. It appears that the Synod intends to use seven doses of liao to hallow each bell - and then take the bells on a pilgrimage around the Empire to inspire the faithful. It is a bold endeavour and one that fires the imagination of many. Laden with symbolism, it invites as many questions as it answers.
According to the statements, the bells will be "borne by Virtuous souls" but who exactly will be chosen for this honour? It is possible that the Synod may have already found a way to answer this question, but if not then it could be a vexing problem. Does each Assembly plan to choose a citizen to honour? Or will they ask the Voice of Virtue to bear this responsibility? Or will many different souls bear the bells as they go on their pilgrimage?
What of the hallows themselves? What hallows will be chosen and who will choose them? What will the names of the bells be and how will they be chosen? How long will the pilgrimage last and what route will it take? And what will happen to the bells when the pilgrimage is over? Obviously the hallows will fade after a year, leaving only the faintest trace of the power they once held, but they will still by historic items. They might not be relics in the traditional sense - the Synod would need true liao to make the hallows permanent for that to happen - but they will be the focal point of a great pilgrimage around the Empire. Even when the power fades, they will still be what the Imperial Orcs would call "items of worth". Will they be hallowed again? Or will they be placed in a museum somewhere? Or made part of the regalia of an appropriate Imperial title? Or perhaps become part of the Grand Inspiration of the Way?
The archivists of the Stone Libary in Bastion in particular are eager for answers to these questions. They are planning to start work on a biography of the life of Emperor Vesna, in the belief that it will be easier to record the most Virtuous things that happen during their reign if they start now, while they are still alive. The account of the Seven Bells of Virtue is clearly going to be an important event and they are eager to have as complete a record of this inspiring act as possible. Their exarch, the Librarian Seth of the Stone Library has issued a polite challenge to the Assembly of Nine. If a member of the Assembly will take responsibility for ensuring that a Virtuous account of the entire event is compiled and sent by winged messenger to the Stone Library, then the chapter will have the archivists in the scriptorium make copies of the account and distribute them across the Empire to ensure that the details of this inspirational story are not lost.
